Ok the last pic wasn't the best for you, simply because you could look sexy instead of cute!
If you want to cut it, i think a fringe just above the eyebrows would look amazing.
Have you tried curling your hair?
I think that'll suit you, you'd get a Latina kinda look to you.

#3 is not exactly, 'up' its more like you let your little sister do your hair, not to be mean, but with the barettes, kinda juvenile :D
#1 makes you look much more mature and i dont know if theres much difference between #1 and #2, but #1 looks much better.
