Fuel tanks, well, rust. When they rust it is best to replace them, especially on a fuel injected car, where the fuel pump costs in excess of $150, and the fuel filter costs around $40. Pumping rust will ruin both.
You can access the top of the tank through the trap door under the rear seat. This is meant only for fuel pump service/replacement and does not give enough access to do much of anything else in there.

If there is an access panel its in the back floor of the trunk under the carpet. A cheap fix for rotted lines is to run fuel injection hose in the panel to where the lines enter the car. Its a huge job to pull the gas tank, the subframe needs to be lowered but not removed.

Yes you can get to the top of the tank through the back seat if you have a sawz-all.
Unfortunately you have to drop the fuel tank in order to do any servicing of it or the fuel pump assembly.

Yes you can and replace the metal fuel line with plastic or rubber, nake sure they're tight.
