Around here, instead of price wars, the folks selling flowers will say "Bakers dozen" (13) or '15 For the price of 12'.
They were probably going with '14 for the price of 12'.
That's all.
If he bought 2 dozen, he would have probably split them down the middle, rather than having you wonder about 14 and the other girl about 10 , like you are obsessing now.
