You make the phone call. You pay the charge. If you are calling them on a mobile phone, it will still go against their minutes.

Generally, whoever initiates the phone call pays. However, in this day and age of cell phones, both parties could be charged air time.

You will pay the bill. If you want to be secure about it, use an international calling card. That way, the phone company over there can't bill you for more than the balance on the card.
