No. Additionally, if you are 16 or older it is legal (although a bad idea) to have a sexual relationship. See http://moraloutrage.net/staticpages/index.php?page=Florida

it depends on large part on how old you are. sexual gratification contact with a minor of a certain age can be criminal even if you characterize it as a little 'kiss'
and to all the fools telling you kissing is not illegal and ok:
"Sexual assault can be defined as any type of sexual contact or behavior that occurs without the explicit consent of the recipient of the unwanted sexual activity. .... Some more specific examples of sexual assault include:
...
kissing, and any other unwanted sexual contact with an individuals body
...
In general, state law assumes that a person does not consent to sexual activity if he or she is ..., a minor, ...."
"Sexual abuse is when an adult or person over the age of consent (varies by state) behaves in a sexual manner towards a minor. This could include inappropriate ... kissing .... Sexual contact between an adult and a child is illegal even if the child 'consented' to the sexual contact."
Finally, this is FL law:
("defendant was convicted of three lewd acts in violation of
section 800.04(1) for tongue-kissing the minor victim...").

If you had a relationship prior to his becoming "18" and you are currently over 16 it is allowed to have a romantical relationship (involving kissing and sex) as long as no children are a result of that relationship. Marital license cannot be granted even if a religious marriage occurs, you may apply for a license one you are 18.
Kissing is allowed even if you are under 16, but not sex.

Yes, it depends how old are you. Most states require the minimum age to be sixteen, but it depends on your state. If you are under 16, I am sure that it is illegal and your boyfriend can be charged with sexual contact with a minor or even statutory rape, which he can end up on a website for sex offenders if convicted.

Kissing is not illegal but, having sex is. If someone were to complain, having sex could get him in prison.

He can't find anyone his age? And your parents are okay with this? It is possible he could get into trouble. Depends on how a District Attorney wishes to define sexual exploitation.
