the cards look the same and are #'d the same but there is really nothing to distinguish whether they are a topps or a topps tiffany

There is a third difference -- Tiffany versions were printed on white cardboard instead of the usual gray or brown Topps material. Look at the card back -- if the colors are vibrant and bright and the unprinted areas are white, and the other conditions obtain, it'll be a Tiffany. (Topps has used the white stock on other, rare occasions, usually for Update complete sets.)

When trying to distinguish between base Topps and Topps Tiffany, another thing to look at is where the cards were printed. The Tiffany sets were printed in Ireland.

There are two differences. The first is that Tiffany cards have a glossier front than the regular Topps cards, which is supposed to distinguish them physically. The second difference is that there are fewer of the Tiffany cards, thereby making them more valuable.
