Yes.

We can starve the fire by burning its fuel (grass, brush) or we can make an explosion and the shock wave erases the fire (used on rigs)

Yes, they can actually start a fire at certian places and put the first fire out cuz the fires they start uses all the oxygen.

The term comes from war, where they are firing upon, or using fire against you, you use the same elements in return.

So by fighting fire with fire you are fighting back, and yes, it's more effective than dousing the enemy with harmless water.

Yes if there is a forest fire they will pre burn a area so the fire can't go any further that is just one instance
