Germany invaded Luxembourg, ordered Belgium to surrender and declared war to France. Great Britain declared they would protect Belgium's neutrality but Germany shrugged the threat away and invaded Belgium, thinking the British would not move against them or risk a war for the sake of a small country or to help France who had been Britain ally for only 11 years after two centuries of war. They were wrong and it started the whole domino effect of alliances that dragged all of Europe and a good part of the world in that war.

Simple. Germany replied by attacking Belgium. To the Hun, neutrality meant nothing.
