I think Czarist Russia, then Communist Russia, then becoming the USSR. They enslaved the serfs in old Russia before the revolution and killed the royal family who were beginning to free the serfs. Then, under Lenin and Stalin, the Soviet Union killed millions of its own people by sending them to the Gulag in Siberia. That nation has consistently had evil rulers from the time of Ivan the Terrible to Mikhal Gorbachev.

Countries are not evil. Groups of people are. And groups of people doing evil only last for a short time in the grand scheme of history. The people above are only focusing on particular events that they are aware of. It would be evil to believe that a nation of people are evil.
