As was mentioned before, it's a battery problem. Try wiggling the wires. You wont get shocked, don't worry. Just don't touch your clothes until you wash your hands. The slightest amount of acid on your hands, even dry, will make HUGE holes in your clothes. But it won't hurt you.
grab the wires near each post, one at a time, and try wiggling them side to side. If they move, eiter tighten them if you have tools, or push them as far to one side or the other till they seem to tighten up and try starting it.
Also, if they are loaded with corrosion, you'll need to clean it off. A wire or nylon (preferred) brush works good for that.
If that doesn't work, and it's been a while since you last replaced your battery, it's probably time.

yes most liklely it is the battery the tac tac noise is the starting solenoid and it is not getting enough juice. Get a battery charger out or have a friend jump start you.
Good luck

Could be the starter, the starter solenoid or the battery. If you have a ford then the solenoid is on the pass. side of the engine bay. if you locate it and a jump off didnt do any good you can try to lightly tap it while someone tries to start the car.

The battery, more than likely is the cause for the car not to start. Avoid short trips and charging your cell phone or leaving things plugged into your cig lighter socket. Just get a new battery and that should solve it.

Battery is low or cabling to starter is bad.
The TIC sound in the starter relay switching over, once power it applied to the starter motor, the current draw become greater than what the batter can supply so the relay switches off and TICs again. And so on, while you turn the key.

Most likely the battery is dead. Does any of your other electric devices (lights & radio) turn on or if they do, are they bright and loud? If all of these are working fine, then you have a bad starter motor. You'll need to bring the car to a mechanic and have it replaced.

Try jump starting it. If it doesn't turn over after that make sure your battery cables are tight and corrosion free. If it still won't take a jump and just clicks you more than likely need a new starter.

This happened to me before, it is the battery. I remember that sound all too well. Get a jump and drive around for 30 minutes for the alternator to recharge the battery, if it doesn't - you need a new battery.
