an angelfish pair would work in there. they tend to eat small shoaling fish around 1" long so wouldn't be able to keep those with them anyway.
what is the footprint of the tank? you could have a group of say 5-6 corydoras to bumble around the bottom of the tank. and shoal of something peaceful, but too large for the angelfish to eat, and not nippy, sometimes they can work with other south american cichlids, but it all depends on attitudes when it comes to spawning.

Tall tanks ar good for "tall" fish like angels, but not if you want to keep small ones in there too.
What you can do to emphasize the tank height is to use tall plants (real or fake) and/or a tall piece of driftwood, then use fish that will make use of all swimming levels. The corydoras already mentioned, or some smaller loaches for the bottom, then maybe rainbowfish (which may use the plants for spawning). Depending on the species, rainbows can be 2-6 inches, and should be kept in groups of preferably 6+ with more males than females.

How about a South American themed tank with some driftwood and live plants.
Fish:
(4) Angelfish
(6) Lemon tetra
(6) Emperor tetra
(6) Leopard cory cats.
Plants:
large spial vail along the sides and back.
small pygmy chain sword plants for the foreground
several small pieces of dark driftwood.

I have a 55 tall. 5 bala sharks 2-4 inches, 4 bleeding heart tetras (grow to about 1.25 inch) 13-15 rasboras, 1 angel (more than one and they get aggresive) and a golden algae eater. The algae eater is the most aggresive in the tank and does nip the occasional fin, but nothing major.
The bala sharks can get pretty big, but i've never had them grow beyond about 5 inches in my 55gal. I have one that is 15 years old or more. I have had a tank this size for about 20 years and this mix provides alot of motion at all levels of the tank and they all get along very well. Only thing I wish for is some more colorfull fish, but the marbled angel and golden algae eater provide a little flash of color.

Get some Discus or a Dimidiochromis Compressiceps picture below, Overall just stick to the cichlid family they are the most beautiful fish.
