Let x= the fractional difference between the amounts.
408x + 408 = 478
408(x+1)=478
x+1=478/408
x=(478/408) -1
x=1.17-1
x=.17
multiply by 100 for percent and there is a 17% difference.

to work out percetage increase /decrease
the formular is [(final - intial)/ initial ]x 100
in our case, [(478-408) /408] x100 = 17 %
if it was the other way around say, 408 cars this year & I had 478 cars last year, the formula would give u a negative answer which makes sense, bcos there has been a decrease.
