Look up the verb (to) mend and you will find it. It is an alternative to fixed

Yes - it is the past tense of the verb "to mend", and can also be used as an adjective ("mended fences reduce family stress during the holiday season"!)

Yes it is, past tense. I found it in my Merriam-Webster dictionary (1997) indirectly, where an example was given: "a mended place."
