It's a little embarrassing, but in a week or so, most people will forget and some day this will be a good story for you to tell, believe it or not. You were just fixing your make up, so it's really not a big deal, you weren't even using the toilet or anything. If someone brings it up, just laugh it off and make a joke of how confusing it can be or something.

How did you catch him, were you in the staff bathroom? If so, you were not doing as you were supposed to, and you are at the wrong. If not, and if he was in a stall, chances are he had the door closed, so unless you were looking through the cracks in the door or under the stall, you had no business looking, and should not do anything because you breached his privacy, again you are at the wrong. You should let him know if you did violate his privacy as such, so as to clear the air. Remember, all guys feel the need to relieve themselves, and at least he chose to do it in a bathroom. If, however, he was doing it in the open in a bathroom that students use, you need to notify him privately what you came across, and then also tell him that you are going to notify the principal or some other high authority. This is unacceptable behavior, for a grown man to be masturbating in a student bathroom in the open for all to see.

I would say that you should go to a coin operated phone and call the sex crimes dept of your local police dept and anonymously report him. He should have been in the teachers bathroom and not the student bath room. He is a predator looking for students to do it with. He needs to be reported before he does something worse.

I would tell the whole class, and even the whole school and tell the classmates what you witnessed. He has no business doing that in the school bathroom. What it the principal walked in? If you tell the whole class or even the school, he would be so embarassed, he wouldn't talk to you ever again.
