What are server side cursors? Can you provide an example of them?

I've never heard the term, "server-side cursors". I know, cursors can be defined in CSS to change the cursor in display of certain areas of a web page. I also know that, many website visitors either mildly dislike or out-and-out despise use of cursor-changing CSS, suspecting virus- or spyware-downloads!
