Racism occurs where there's more collectivism. By protecting individual rights, racism goes down as people see each other as being green and not from groups.

Probably nothing. There's nothing to do against racism because there's no such thing. It's just a distortion of perceptions abused by socialist governments and "minorities" to negotiate.
Government intervention against discrimination creates more discrimination.
Violence is bad and should be punished. It doesn't matter what color, race or religion is the victim or the perpetrator.
The second you give one or the other a different treatment, you're discriminating against all the others.
Any other thing that's not crime related, should be left to the people to decide. If you don't want to hire XXXXs, fine, don't. If you don't want XXXXs in your store or place of business, fine, don't. If you want to hate their guts, fine, hate them.
There's no way a law can change that. Hate speech is just words and words can't hurt you (unless you're a cry baby and if that's the case, grow up).
If we are all equal no law should ever mention the word discrimination.

Is it in the constitution that the president is to "reduce racism"?
Racism is a social ill. It is up for society to do what it takes to cure that problem. Pinning racism on one man in some far off building, cannot change you and your family members views about your neighbors.
How would Hillary Clinton CONSTITUTIONALLY "reduce racism"? LOL
