Fish tend to do what you describe when the water is toxic with ammonia. Ammonia toxifies the water which prevents them from being able to breathe. Test your water for ammonia using a test kit. If you don't have this kit, take a sample of water to your local fish shop and they will test it for you. You can also purchase an ammonia test kit there. You should also have nitrite and pH kits, too.
Perform a 25% water change making sure that you neutralize chlorine and chloramines using a tap water conditioner.
For guppies, it's also important that you are using a heater to keep their water in the 72-78 degree range.

It is possible that they are hungry, or just top swimmers. They do school, so if some move to the top the rest are likely to follow. Do they have any decorations to hide behind? If not, then get one. This will encourage them to be less shy, in the long run.
EDIT: I agree with the person above me, if you don't already have an air stone then consider getting one. But as I said before, guppies may just be top swimmers.
