...with a helium core that is not hot enough to start fusion yet was rising in luminosity but falling in temperature, what could be going on with that star??

it will become a brown dwarf, these stars do not have enough mass to become a full blown star or ignite and they just illuminat and then begin to cool down and become a brown dwarf, if for instance Jupiter would have had a few more mass to it then it could have happened to Jupiter to,

this is my understanding as to what I have read
