i have 2 windows that are always wet in the winter. will putting plastic insulation over them help this problem?

They are probably single pane windows. The difference between the inside and outside temps are the cause. Plastic will seperate the warm inside air from the cold windows and eliminate the wetness. It will also stop drafts from coming in.

well, no not at all. The only thing we use plastic over windows for is trying to prevent drifts in the winter.

It should keep the condensation from forming on the inside of the window, yes.
