You can use green plastic landscape tape, the same type you use for tying up your plants onto a trellis.

Garland is just wire, covered with green christmas like material. Use the Garland!!
Use two pieces of the four or five inch sprigs, one from each side of the railing twist the two pieces together, this will secure the garland in place, be careful not to twist the garland so tightly that it will mark the spindles, or hand rail, If you are attaching lights, attach them before you start to hang the garland, decorate after garland is in place. Depending on the rail, I would simply wrap the garland around it. Of course, you might be trying for a different look.

Green velcro tape. They sell it where garden supplies are sold to attach vines to trellis. It just sticks to itself, not the stair rails. I have also used ribbon so that it is part of the decoration.
