all if our resources and effort into making the moon habitable. Could we do it (ie achieve a self sustaining atmosphere, agriculture ect)

yes. I believe if we had no other choice, great minds would have a solution. I believe they already do, but are taking it in small steps. 3 countries plan to have moon bases established by 2030.

small steps are needed for safety and time to spread the money out.

in times of emergency, money would be come secondary, and safety would be better expressed in actions that could save us.

the technology exists for the structures, but slapping it together could run complications in keeping a stable self sustaining space community. such as creating food, oxygen and power for long periods of time.

largest problem I see is power, and material (usually found in mining)

another problem, which people tend to overlook is the mutations that could be caused by having children in a gravity environment different than the earths.
