boot in safe mode and uninstall it.
If that is not possible, then disable its entry from startup, locate and delete its folder from the hard disk, while in safe mode. You can do it using ccleaner

If you want to uninstall the software from your computer, please do according to the following steps,

Step 1. Open the control panel from "Start -> Settings -> Control Panel".

Step 2. Double click "Add/Remove" program.

Step 3. Click Install/Uninstall. Then select Easy Icon Maker from the list of programs that can be automatically removed.

Step 4. Click the [Remove...] button to uninstall the Easy Icon Maker.

Step 5. When the procedure is finished, you may enter the directory that you had installed the Easy Icon Maker to delete other unremoved files manually.

Some programs do not give you the option to uninstall them from a program group. No problem. You'll need to go to the Start menu, select Control Panel, and then Add or Remove Programs.

It may take a few seconds for this page to load but once it is finished, it will display a long alphabetical list of installed programs. Once you see the name of a program you no longer want on your hard drive, click it, then click the tab to the right of it, which will say Remove or Change/Remove, and follow the prompts. A progress bar will show you how long it will take to safely remove the program. When it's finished, you will see the list once again.

When uninstalling a program, you may also get a message that says the program can remove a file that may be shared by another program. To be safe, keep these suggested files on your PC

You should load Windows in safe mode by pressing F8. However, Windows cant delete files or a program that are “live”. This means the program or some elements of it are actually running. The program or one its services may be running silently in the background or being shared with another application. To disconnect all applications associated with the program, Press Crtl-Alt-Delete time to pull up the task manager. You will need to disable all the services associated with the program. Here is how:

1. Open your "Start"menu.
2. Click “Run”
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click "service"
5. Uncheck all executable(.exe) files associated with the program you want to remove.
6. Click "OK

After that you can use the ADD/REMOVE feature in Windows

Not familiar with the program, but it sounds like it might be a "rogue". That is a program that once installed causes all kinds of problems, can not be uninstalled, and the makers of the program want money to remove it.

Go to http://download.com and get the free program Spybot Seek and Destroy. It has cleaned any rogue I have ever come across for me.
