Kerala Police is the worst police department in India.
Why??
Because they are helpless, and always need the normal publics help if something goes wrong.
They can't protect the public at all.
They cant stop an unnecessary strike or a violent march.
They can't even take the PrimeMinister from the airport to his destination without getting him lost. This one was an interesting story. The respected PM came to Kerala awhile back and with the escort of Kerala police he was going to his destination. On the way the police escort pilot vehicle got lost and therefor the PM was also lost. Even though it was clearly the fault of the police, they blamed it on the poor driver of the PM's car. This shows they aren't the best in India.
Another reason is that they can't even stop college students strikes. The students will start throwing rocks and they either run back or charge into the colleges and beat up all the innocent students and teachers inside the college while the criminals get away into another state.
Kerala police is so bad that they still haven't found Sukumara Kurup a man who burned up another man in a car to make it look like he himself died in an accident. He did this to get the insurance money but his scandal came out and he escaped.
Its been decades and they still havent found him.

India, as a country, is most ill-policed Land full of corrupt police men , ill trained and the show is run by corrupt Police Officers and more corrupt Politicians.
So far as "worst police in any state" is concerned , it's very difficult to pin point just one. There are three such States ( Bracketed First) viz; Bihar; Haryana and U.P.........or if you like, arrange them in the same order as I have written.

truthfully. An Indian fan merits better than that. We pay such intense fees to observe our commonplace gamers play and in return get that. it extremely is extremely no longer nicely worth our funds. yet we could comprehend that........ a million) India's temperature is often on the better factor. So one can regulate in accordance to the situations right here. 2) while there are maximum of people thriving to observe the journey, one can be in queue and bear the warmth besides the torture of status interior the line. 3) protection exams are could fro the protection of the gamers besides because of the fact the spectators. We in no way understand who's making plans to do what. Terrorists continually purpose crowded places and in the event that they might kill some gamers, better than stable for them. Its slightly uncomfortable yet we savour watching fits that are stadium packed. no longer those like those in West Indies or eire. Yeah. we are able to get each and all the centers there nonetheless. in my opinion, i could decide directly to sweat interior the queue for the tickets extremely than watching empty stands.

Whatever the reasons, Indian police is a pitiable joke.
For those patriotic guys who feel bad, it is not because we are not capable of producing a good P force but because of bad managment and lack of will at all levels.

There is no definitive answer to this question. In most third world countries police corruption is mostly down to low pay.
