The democratic system of passing bills in Congress is slow by design, not be accident. The founding fathers created a system that did not allow laws to be made quickly and that is not a disadvantage.
"Fickle" is more interesting in conceptual terms. If it means careful studying and changing positions, it seems to me a wise person does not hesitate to change positions when new evidence is presented. If the electorate is fickle, the politicians deserve it. It is nothing more than term limits imposed by the voters in that instance.
I suppose it is extravagant compared to dictatorships, but we have the ability to control the extravagance. In my state, the governor has a line-item veto power. We can throw out wasteful politicians, but ultimately the burden is on the voter to act. The least extravagant form of government would be the government with the lowest numbers of lawmakers and the greatest control of the people by the government. A good government can be slow, cumbersome and expensive, but still a better form than any alternative.

Democracy may move at a slower pace than for example a dictatorship. This takes more time, since the will of the people must be accounted for and acted upon. In a country (lets use Cuba for example) that has a dictator, rule is immediate and does not take into account what the majority of people want.

You use the word "fickle" to describe democracy. In reality a more accurate description would be compliant. The rule of law is dynamic and is driven again, by the nation's people.

Democracy is extravagant as compared with a dictatorship, but much less so than a communistic or socialistic government. They have many layers of government servants, which all contribute to operating costs.

The disadvantage is actually an advantage as the descisons are not made in haste ,by one man but by the candidates in the house of representatives, senate, parliaments after deliberation, discussins, weighing pros and cons and in this way the right descison is made.
.This process,no doubt islengthy and timeconsuming,,but is time tested.See the Fate of Tyrants who didn't bother the public opinions, where the yare today?

Democracy is the governing by the majority. It takes time for the people to discuss and come to a judgment, you never can foretell what that decision might be so you can be very surprised with the decision.

As Pericles stated We are a democracy (Athens) we do not look at those that come to our shores to benefit themselves and Athens we don't see them as others as a danger to us we see them as a welcome addition to out well been that others with different cultures feel that they can live peacefully with us and contribute what they can to a democracy that they cannot take part in fully
