I'd say the worst WWE heaveyweight champion of all time would have to be Sgt. Slaughter or Vince McMahon. True, John Cena is boring, but the deal with Sgt. Slaughter was that McMahon thought Ultimate Warrior was too cartoonish, so somehow, he had to get the belt back on Hogan. Undertaker was just a rookie and Flair hadn't arrived yet so McMahon for some reason decided "We'll just have one of the older guys come back and impersonate the Iran Sheik." Sure, the Gulf War was going on at the time, but looking back now Sgt. Slaughter vs. Hulk Hogan as the main event of WrestleMania VII would have had the most obvious outcome. The Gulf War is the only reason they chose Slaughter to beat Warrior and not Savage. He didn't deserve the belt, just because he burns the American Flag doesn't give him talent in the ring! McMahon, doesn't have talant in the ring either, but at least he realized that and vacated the belt.
(Only thing that beats that is David Arquette winning the WCW Championship, Vince Russo's worst idea!)
The Best world Champion, I think is the Hitman. Bret Hart modernized wrestling. Every champion before him basically defended the belt on Pay Per Views only. And sometimes it was just to lose the title. Between Wrestle Mania VII and Survivor Series '91, did you see Hogan defend the belt at all? Bret Hart didn't believe in non-title matches and he should take on all challangers. I don't ever recall seeing Hogan defend the belt against an undercard. Austin and Rock are entertaining, I'll agree with you there, but when it comes to skill in the ring the only ones who could ever possibly top Bret are Chris Benoit or Kurt Angle.

My own personal all time favorite is Randy Savage. But I will be honest and say that I dont think he is the best of all time.
For pure ring talent I would have to say Kurt Angle. He lacked a lot of charisma and wasnt very entertaining outside of his matches, but inside the ring no one has ever been more gifted.
My least favorite wretler of all time would be Hulk Hogan, but I cant make him the worst champion because he had the charisma.
If this was about both the WWE and World titles, I would have to say the worst is The Great Khali, because he has even less skill than Micheal Cole and less charisma than a lump of roadkill. But since he was never WWE champion, I have to go with Sgt. Slaughter as the worst.

The worst is not John Cena. Believe it or not, he does have more then 5 moves. Don't hate on him because he's predictable, storyline writers fault.
The worst is Mankind or Vince Mcmahon. There entertaining but I don't think there World Championship material. Mick Foley should be a Hardcore champion and thats it.
The best is The Rock, Kurt Angle or Bret Hart. They are extremely gifted wrestlers and deserved there championship reigns.

A tie between the two titans The Rock and Stone Cold Steve Austin. Triple H is a close 2nd.

Worst WWE Champion was Cena its bad enough he didnt deserve it but then he goes and ruins the title.....
