In real life it was the Captain, he made horrible decisions even when the ship was being built he got the company to reduce the number of life boats, however he wanted none.
In the movie it was of course the leading actors who got the the most exposure.
The last real survivor just recently passed away, she was a baby on board at the time and in the upper class section.
