Turn on the oven, wait for it to preheat then open the oven door just a little to let the heat out. My flat has hardly any heat so I put the oven on 400F and leave it on until it warms up. Then you just turn the oven off and shut the oven door after it cools down.
You could also run a hot shower until the place warms up but then it'll get all steamy inside and the windows might frost up.

Have the air guys fix your air conditioner.
Mine was totally broken over this summer, and I couldn't stand the hot weather; I always had to keep my windows open and have fans plowing.
Not to mention I had to splash water on my face every waking minute throughout the entire day.
I'm glad my air conditionar has been fixed now! :)
