You dont have to shoot em. A good garden supply house can sell you a plastic Great Horned Owl. Set it out on the ledge and everything stays away, even cats.
Your not gonna shoot em, are you Sandra?

I'm going out on a limb with this answer.

Buy a pellet, bb, or .22 caliber hand gun.

I'm sure to get plenty of thumbs down, but pigeons are a pain.
