Practice with legs first, a kick board will help with that. Also practice the doggy paddle, and swim with a noodle or something that can hold you up.

U try to swim on a pool or a tank.... that having water only half of your body.... don't use any air filled things to swim... but be careful. otherwise u can ask another swimmers' help.....

if you dont have someone to teach you, then i would do the doggy paddle near the edge of the pool in the shallow end. if you need to see this, check it out on youtube
