You would have a hard time finding a custom motorcycle shop that would wanta do that on a Japanese bike.
The only way is to do it yourself, find a machine shop with the specs and have them make you fork extenders.
Custom motorcycle shops would not lower their reputation by working on any metric bike

If all you want to do is extend the front end, try these guys...

or
http://www.seegercycle.com/

I've not seen anyone with the AME kit, but I have seen a few with the Seeger, and from what they told me, other than the added length pretty much precluding U-turns, the bike handles the same as before. No fork flop reported, tracks straight and true, rides great...At least that's what I've been told.

"what would it take and cost to extend the front end to give it a chopper look &still keep it low and level to the road?"

Just the prices in my area...
Take forks off disassenble,reassemble, reinstall-$200
Replacement custom fork tubes (2)- $140ea
Have steering head angle increased-?
(would be ur closest shop that does this-chopper guys do it all the time)
PS: Don't think the shop cares what brand or who the money comes from.

The AME kit mentioned above will run about 1500.
Looks good, gets good reviews.
