Make sure your follow up feedback is factual and correct - something like 'fees reclaimed and item relisted' shows the buyer up for the idiot they are. And ebay won't remove it.

Am afraid you cannot do anything about it other than to reply to the feedback and or attempt to contact the person and ask them why they did so and if you can mutually withdraw the feedback.
Other than that you just have to put it down to a bad experience.

Bring it to Ebay's attention in the feedback forum. They can remove it.
