Assuming you have a proper environment for it and feed it the right things, you can keep everything as a pet! But these aren't factors to be assumed simply.
Otters are high maintenance animals. They do need a very large enclosure complete with even larger water supply. This water must be connected with proper filtration and such up keep. They are primarily carnivorous, so you'd be spending $15 a month for food. They're highly cleaver and you'd always need to put together new toys or activities for them. Otherwise, I can only imagine it becomeing horribly aggressive. They are also social, and surely would develop behavioural problems if kept with humans only. They are also illegal.

No, its not a good idea to keep only one as a pet. Otters are very social and hate to be alone. If you have ever seen them at a zoo, you would know how family oriented they are. Some otter pups swim together on their backs and hold hands, its such a cut sight. :)
Its better to leave them in the wild, or to keep captive otters in zoos that have the time and money to keep them.

if you get an abandoned young one yes they make very good pets and are fun but I wouldn't try to tame an adult they can be vicious and it would be just wrong to take a young one from its parent so if you find one that the mother died or something i would say go for it.
providing the law in your area says its OK

Well - I guess if they are kept in zoos and aquariums, people who KNOW WHAT THEY ARE DOING can keep them as "pets". Unless you are a zoologist, please don't have one as a pet.
