"Package available for clearance" is used once the package arrives in the destination country. It generally means someone on that end has to go to the customs office to accept the package, at which time it will be inspected for contraband and high value items. Persons who don't have the time to go to the customs office can use a customs broker. Generally, small personal packages from an individual in one country to an individual in another country are cleared by the post office without anyone going to the customs office, but then, you should not get the "package available for clearance" status, at least not for more than a day or two. If you get it for a long time, you should let the person you sent it to know about that.
