(x - a)² + (y - b)² = r²
Centre (a,b) and radius r

with

(x - 4)² + (y - 0)² = 16
Centre (4,0) and radius 4

(x-4)^2 + y^2 = 16

radius = √16 = 4

center = (4,0)

BTW, the formula of a circle is (x-a)^2 + (y-b)^2 = r^2, where r is radius and the center is (a,b)
