Okay, well for her horse, you could always go to a horse shop and buy a bag of "Studmuffins" (Best treat out there, I think haha.) Go to your local food store and buy a few big carrots and apples and peppermints too. Now when you get home, you can grab a sheet of selophane, and wrap it up really nicely. It's a great gift for tthe horse, she wont have to worry about treats for atleast a week or two!
As for your friend, riding gloves are always a NEED for winter riding :) Even buying her a really nice vest that she can wear for riding to keep warm. (Believe me, vests are so warm! Especially fleece ones) Even buy her some christmas horsey socks! I saw some the other day at our local tack shop and they're so warm!
Even if you buy a red and green saddle pad (full is usually a good size no matter what disapline she does), or even polos are useful for everyday riding. I mean, you want to buy her a thoughtful gift but aswell as usual too right? :)

If money is no option and you want to cover all dark areas of the whole gifting process....
I would do 2 things:
1) Make her a horse scrapbook, or decorate a frame in a horse theme with a photo of her and her horse, or maybe the 3 of you, or if you can sew, buy the pattern for a saddle pad and make her one. Basically something personal and sentimental
2) Some people think this is horrible and hate it, but I secretly do a dance of giddy joy when someone gives me a gift card to the local saddlery/tack shop or to an online horse shop I love. This spares you having to figure out sizes and colours, etc. You might also ask her if she has a horsey wish list at a local or online store. That makes it even easier.
If you do a sentimental and gift card combo all your bases are covered.
Ultimately it is very sweet and thoughtful that you are getting your friend a gift. She will appreciate your thoughtfulness no matter what you give her.

Well, cute little halters are always cute and I'm pretty sure you could get Christmas ones, a nice picture frame with horses on it and put a picture of her and her horse. You can also make homemade horse treats. Why not a lead rope? Or even a flashy and stylish helmet cover!!!!

I have a friend who is very into horses, has her own & teaches riding. Used to be coach of the equestrian team at the university here. She is very much into the Painted Pony figurine series. Just google painted ponies.
I also liked the earlier suggestions of pictures & the person who suggested the bag of treats you could make - that's a great idea.

Well, do you want to get something for her or her horse? You can learn to how to ride and go one of those ranch trip things. Saddle, ridding gear, charm with a horse on it. I was going to say some other things till I saw she was 16. Picture frame with a horse on it and a card?

something cute would be to go to a Wal-Mart [or other large store with a fabrics section] and buy a large piece of fleece with some design that reminds you of horses/her. buy a second piece the same size in a coordinating color...
tie the two pieces together by cutting slits 1 inch wide and 4 inches long around all the edges.
and in the middle you could put a bag of oats/sugar cubes/carrots/whatever and write "For: [insert horses name] too!"

I saw a really cute grooming set on the Internet. I am sorry I can't tell you were to find it however. It was months ago. It was a complete "pink" grooming set that was made for breast awareness. It came in a carrying case and I thought it was very, very cute. I almost think it was made by Oster. I couldn't think of anything any nicer than a pink grooming set for a girl. Much better than the black rubber or wooden grooming items found in tack shops.

You could get a whole bunchy of pictures of her horse and put them in a nice picture frame, scrapbook, etc. You could also get some of her pictures and make a calendar, mousepad, mug, or anything of that sort for her. You can make those things at Wal-Mart or any store like that. Hope I helped!!
