I live in an apartment complex and my friend gave me his old computer. I couldn't afford to get the internet so he suggested I get a "wireless card". So I am on it right now, but it doesn't work consistently...Is this legal? and if so, are there any tricks to where it works constantly?

If it's illegal, then how come all these electronic places sell the routers?

Connecting to any network (including wireless) for which you are not authorized is illegal and punishable by law. In reality, most wifi pirates are not prosecuted because the people with the open networks don't have a clue they are being leeched/don't care. To improve signal, look for a wireless card with high dB or an external amplified antenna.

If you are using wireless to connect to someone else's internet service without them offering it to you, that is illegal.

Trick? Yeah, subscribe to service.
AT&T has DSL for $14.95 per month.

Tell the neighbors to move their router closer to your apartment.
