I MEAN, THE PERSON THAT CREATES THE MESSAGES THAT ADVERTISING IMAGES CONTAINS.

the person who writes the message is called a copywriter. the person who does the images is known as a designer/graphic artist/illustrator.

Copywriter. The artist will, either, be a graphic designer or a photographer. In either case, a grapic designer will create the layout of a print ad.
All of these will work under the direction of the Art Director, who, in an ad agency, may report to an account executive.
All of these titles will have to approve of the work, long before the client ever sees any of it.

In most advertising, an Art/Creative Director is calling the shots for that type of thing - the graphic designers are under him.
