Depending on where you are in physics studies, the answer is different.

Assuming the projectile motion is in a vacuum with no drag. Then yes, the horizontal velocity is constant.

If the projectile motion is not in a vacuum, then drag will change the velocity in both the horizontal and vertical directions.

Practically - false due to air drag.
Reasonable assumption - remains same for short flight distances.
