Gravity is the force that pulls all things towards the Earth. Nothing can escape the pull of gravity and that is why the atmosphere does not fly off or evaporate into space. It doesn't matter whether it is gas, solid or liquid, gravity acts on all.

Without Earth's gravity to hold it in place we'd have little or no atmosphere. Mars is a good example of what happens to a world with too little gravity -- its atmosphere has almost been completely swept away by the solar wind.
