I always wondered the same thing. But I finally found out the actual reason why he does it. I was watching the Super bowl a few years ago, Steelers vs. Seahawks (one of the worst superbowls ever), and the commentators answered this question.
Hines Ward said that he doesn't like getting hit, so whenever he catches the ball, he is expecting to be hit, so he laughs to take the attention away from the pain of the hit...its all psychological he says.

Why does every player that makes a tackle or a seven yard first down catch do some sort of pose to celebrate? They are just doing their job. I don't pose after I successfully make someone a pumpkin spice latte! Why do players point to the sky after a big play? Is God really assisting the quality of your play? I think he has more important things to worry about.

Because he is a very optimistic player who refuses to let things get to him. He doesn't let anything get to head, and you have to admit his smile is infectious. I just saw a play where Roethlisberger threw the ball ten feet over his head, and Ward came back grinning and Roethlisberger was smiling too. Hines has such a high spirit.

Because he LOVES playing football. He catches them over the middle, he'll drag tacklers, he'll blow-up linebackers with crushing blocks. He's the toughest wide receiver ever to play the game and he knows it so he smiles.
And now he's the all time leader for touchdown receptions for the Steelers.

He probably gets a bonus for every catch he makes so he thinks another $50,000.00 in my pocket how happy can I be. But seriously I think his personality is a happy go lucky person. But why not be happy that is what you play for if you are a wide receiver to catch passes so it should make you happy.
