I know its a territory for WWE, but some dude from TNA is the organizer for it. So can some one on the roster sign a contract for TNA?

ODB signed with TNA not WWE and she was trained by OVW...So i'm sure it is possible...especially after a lot of developmental contracts were eliminated (Jacob Duncan)...

The only way is if their WWE developmental contract had expired, or they never had a contract. Some people that work in OVW do not have contracts and are just working for OVW and not the WWE. So they could sign. OBD signed with TNA after she had been working for OVW.
So again the only way is if they don't have a contract with the wwe or that contract expired.

Well some could be allowed to but only if they're not signed to a WWE developmental contract though.

If they want to but it's really for up and coming WWE stars.
