Under the Real ID law passed in the USA, people who cannot get a driver's license, for whatever reason associated with not being able to get a license, they are still to get an ID card ... it is like a driver's license except that it says on it that it is not a driver's license.
Now these are only for people who can show other documents to prove they are a legal resident. The rules vary by state ... if you go to the DMV for your state ... their offices, or their web site, you can see what documentation you need to prove you are a legal.
This usually includes stuff like proof of your social security #, some kind of utility bill showing your current address, copy of your last tax return with the state to prove you are a taxpayer there. Stuff like that.

You must still go to the DMV/ In Illinois the Secretary of State. They will give you a State ID. It doesn't matter your age you just have to bring Birth Certificate, proof of address, and your actual Social Security card.

I got my ID from DMV, you go through the similar processes that you would for a lincense or permit, except you won't get a vision test. Just bring your birth certificate, and social security card.
