Yes, it's illegal. Anytime you reproduce copyrighted material without written permission you break the law. Mailing it across state lines is incidental. However, you have about a snowballs chance in hell of going to jail for burning a couple cds....even if by some off chance the police confiscate your package and go through the contents to discover you have been naughty.

How would anyone know what you are sending in the mail? Don't worry it's a great gift idea! My friends and I live in different states and do it all the time
