Easiest way is use hydrometer. You fill a clear cylinder with the water then set the hydrometer in and see where the water line lines up with a graduation on the hydrometer. Get one graduated in degrees Baume. The percent salt is the same as the Baume number.

Conductivity/resistivity meter: salt makes water conduct electricity so measuring the conductivity tells us how much salt the water contains.
