All of China is under communist rule. Hong Kong is a Special Administrative Region (SAR) which has a fifty year exemption from some Chinese laws.

Yes it is... note that communism is an economic system and nothing more;but, this is very complicated.

China has been 'considering' what to do with the capitalist system that was established in Hong Kong since control of it returned to them in 97. Over the past century, Hong Kong had become the central headquarters for the entire continent.

On a special note, Hong Kong, being a SAR, special administrative region, is exempt from other certain controls of China for 50 years; but, that control does NOT apply to the economical system which is communist with the exemption of banking and trading in foreign markets.

China's Central People's Government is responsible for the territory's defense and foreign affairs, while Hong Kong maintains its own legal system, police force, monetary system, customs policy, immigration policy, and delegates to international organizations and events.
