Try joining a few clubs. Most colleges will have an organization fair of some sort around the beginning of classes. There's bound to be some sort of club you're interested in.

If you're living in the dorms then keep your door open while you're there. It's a lot more inviting than a closed door and you'll be surprised how many random people will come in to say 'what's up' to a stranger. If not then you'll meet new people in your classes and join clubs on campus.

They usually have freshman preparedness classes, take one its boring but you meet a lot of people in your position.
Then there's clubs and organizations devoted to hobbies you might have, or your major. IMO This is the best way to meet people. Because they already share some of your interest.

It's easy to meet people at college....in the student union or student center, in the library, at sporting events, in classes & study groups, in dorms, just about anywhere.

If you think that they are also freshmen, you might walk up to them and say "Hi, welcome to [school name] My name is [give name]. What's yours." Then start talking about how you understand that being at a new school can be intimidating and that it might seem difficult in meeting people but, after all, we two have just met. It's as simple as all that.

join clubs. any kind of clubs.
people in class don't say much.
So it has to be something outside of your regular class time.
