in the '70's British bikes were all right hand gear change, then they changed to the left - was it the American market of the Japanese that dictated this?

This was due to a totalitarian regulations by our federal government. They required all new motorcycles in the US to shift on the wrong side starting in 1975. (before this most Italian, some Eastern European, and all British bikes and Harley Sportsters shifted on the RIGHT side)

I assume you mean how the British (Triumph, BSA, Norton) and Harley Sportsters went from a right hand shift, left brake, to the reverse.
If so, the DOT (Department Of Transportation) decreed that any bike made or imported into the United States from 1975 on, would have to have the rear brake on the right, and the shifter on the left.
