In Western culture, reproductive organs are considered obscene b/c for centuries Christianity has been the religion of the majority, and its organized forms, in general, are against the public display of them. This stems from Jewish beliefs that were introduced in the Mosaic Law and were suppose to prevent adultery, promiscuity, and homosexuality. B/c Christianity borrowed many of its beliefs from Judaism, and Christianity dominated the Western world for centuries, the reproductive organs were seen as obscene because they were not to be displayed publically by "good, God-fearing Christians." Christianity, although still strong in the Western world, has lost much its former influence over the past century, and many of its more organized sects (the Catholic Church in particular) have lightened up some.

it is not that reproductive organs are deemed obscene.. it is the public display of the reproductive organs that is obscene.. although there is nothing wrong with nudity at a nudist colony.. I don't want to go to a mall and see private people properties protruding.. and can you imagine the poor change maker at Mcdonalds first window sliding the window open and revealing themselves?. and then having to see the same thing by the food handlers who open the second window and hand you your food.. now that would be obscene.. don't you think? Would you eat the food?

It is in but a few cultures and in a part of time - for many they are not obscene but beautiful, look at Greek, Roman and Indian art.

As to their causing arousal, do you get aroused when you see the statue of David or the woman in Trafalgar square, no - partially clad is much more sexy - and indeed its how porn can be got past the censers.
