the most controvesial topic I can think of is the dome of the rock, it sits on the temple mount in jerusalem it has constantly been fought over by the jews, muslims and christians for a couple of thousand years. Who should have the rights to this site? and why?

good luck with whatever you choose

Gambling, Poverty in USA or worldwide.. welfare, over population, Nuclear warfare, school violence, stem cell research, illegal drugs, 911 and the government, Anarchism, same sex marriage, divorce, elvis death ( lol.. stupid one but it's still a topic), global warming, gun laws, censorship, life extension...electric cars
wow i could go on forever lol... a good idea is to google controversial issues, a lot of them are the over-used ones, but you can find some really good ones sometimes and it's all about the way you write it that makes it interesting

I just finished my research paper and my topic was alternative fuel. This is a broad topic because you can just talk about the fuel or branch out to oil drilling or global warming. My friend did euthanasia(assisted suicides) Another classmate did border control and immigration. Another topic is the patriot act. I hope these helped jog your mind a little.

you could write about the assisted suicide/right to die issue. Or maybe the conflict of interest created by our "for profit" healthcare system. (ie insurance companies making lots of money at the expense of our healthcare.)
