For the zig zag stitch should I fold the fabric over?

Using a zig zag stitch along the unfinished seams can give the garment a more finished look. Yes, you can give the edges a fold over to do if the fabric is thin. If it is more on the denim or thicker knit side, you would not have to fold it over.

Make French seams or felled seams like on the shoulder's of a man's shirt. Line the item completely.

Those techniques were sufficient for Blue Ribbons at county fairs and top grades in Home Ec. class. I've never yet needed a serger for anything.
